Industry Specific ComplianceThe Paradip Port Authority (PPA) on May 21, 2026, notified regarding the Submission/upload of a valid Character Antecedent Certificate for HEP in the RFID system.

The following has been stated:

• The Authority has issued instructions to strengthen security arrangements and ensure proper monitoring of personnel entering the port premises. All port users, contractors, terminal operators, private companies, and agencies deploying workers or staff are required to submit/upload a valid Character Antecedent Certificate issued by the Police Department while applying for or renewing Monthly or Annual HEPs, as acknowledgement copies will not be accepted. 

• The certificate shall clearly mention the identity and address of the applicant. Concerned port officials have been directed to thoroughly verify all submitted documents before approving HEP applications. HEPs will not be issued or renewed without a valid police certificate. 

• Any application containing false information, discrepancies, expired certificates, or suspicious details will be rejected or kept pending and immediately reported to the competent authority. 

• Further, any negligence by officials or non-compliance by companies and agencies will be viewed seriously, with responsibility fixed accordingly, in the interest of maintaining safety and security within the port premises.
